When Justice Meets High-Tech:

After more than two years of careful evaluation, planning, and development, the courts of the Canton of Lucerne have taken an important step in the digital transformation of the Swiss justice system. The project supports a reliable, modern courtroom environment where digital documents, evidence materials, recordings, and remote participation can be integrated into daily proceedings with clarity and control.

The objective was not simply to introduce new technology into the courtroom. The requirement was to establish a practical and intuitive infrastructure that supports established judicial workflows while enabling the transition towards a more paperless courtroom environment.

Lucerne Courts serve the Canton of Lucerne in central Switzerland. With courts processing more than 11,000 first-instance cases in 2025, efficient presentation and communication tools have become increasingly important. In a courtroom setting, technology must support the process without distracting from it. Judges, court clerks, attorneys, witnesses, and other participants need to focus on the case, while the AV infrastructure works seamlessly in the background.

The central requirement was therefore clear: maximum functionality with minimal complexity. To achieve this, the courts selected a WolfVision solution based on Cynap Pro and vSolution MATRIX. The system provides a flexible AV-over-IP infrastructure for structured content distribution, reliable evidence presentation, and consistent operation across multiple rooms.

In the courtroom, digital content is controlled by the court clerk. Documents, images, video sources, and other case-related materials can be routed to the appropriate displays with simple drag-and-drop operation.

All materials required for proceedings are prepared by the court in advance, supporting a structured digital workflow before content is presented in the courtroom. This approach aligns with the wider Justitia 4.0 framework, including the ‘Justizakte-Applikationen’, known as JAA, which provides the digital counterpart to traditional paper-based files and supports audit-proof file management, document processing, and task management.

Sources can be previewed before they are shown in the room, ensuring that the right content is visible to the right people at the right time. This supports procedural control and helps maintain a clear, structured flow during hearings.

The same operating concept is used across the installed rooms, reducing the need for extensive training and supporting confidence in daily use. For non-technical staff, this consistency is especially important. Court personnel can focus on supporting proceedings rather than managing complex AV systems.

The installation currently covers several courtroom environments, including rooms equipped with vSolution MATRIX as well as others with a mobile cart setup. Each installed room includes a Cynap Pro system, with Cynap Pure Receivers used according to the size and display requirements of the room. This scalable structure enables content to be distributed flexibly across multiple screens and supports future expansion without changing the fundamental system architecture.

The solution will also support hybrid participation in the future if required. Web conferencing can be used to include remote witnesses, experts, or other participants in proceedings. For situations involving children or vulnerable individuals, room-to-room streaming can be used. Mobile carts equipped with a Cynap Pro and a display screen enable transmission of communication and content between a separate room and the main hearing room elsewhere in the court building. Rooms equipped with a mobile cart solution can also be used as standalone mediation spaces when required.

Recording is another important part of the installation. Depending on case requirements, proceedings can be recorded as audio or as audio and video. These recordings are configured to be transferred automatically to a server for secure storage. This supports efficient documentation while reducing manual handling.

An integrated indicator light system at the clerk’s desk provides clear visual feedback on system status. Green indicates that the system is ready for use, while red shows when recording is active. Additional colours can be used to signal different system states or issues, helping court staff monitor operation at a glance during proceedings.

The system is also integrated with the courts’ wider AV environment. Audio is routed using Dante, and vSolution Link Pro is used for local remote management via a server. The Cynap Pro peripheral device control feature enables external displays in the room to be switched on and off as part of the system workflow, helping to simplify operation and maintain consistency.

vSolution Link Pro provides the IT team with a centralised tool for monitoring and managing the installed WolfVision systems locally, supporting efficient maintenance, consistent configuration, and reliable long-term operation across the courtroom environments.

A key strength of the project is that it preserves established courtroom workflows while enabling new digital capabilities. Evidence materials can be presented clearly to all relevant parties. Content can be controlled centrally. Remote participation can be added when needed. Recordings can be handled securely. The technology supports the process without becoming the focus of the process.

This approach is closely aligned with the wider direction of digital justice in Switzerland. As the Justitia 4.0 initiative continues to support the transition from paper-based legal files to electronic case management, courtrooms require infrastructure that can handle digital content reliably and securely in everyday operation.

For Lucerne Courts, the result is a practical and future-ready courtroom environment. It supports digital evidence presentation, room-to-room streaming, hybrid participation, recording, and centralised management in a consistent platform. Just as importantly, it remains intuitive for the people who use it every day.

With this installation, the courts of the Canton of Lucerne have established a strong foundation for continued digital development. The project demonstrates how carefully integrated AV and IT infrastructure can support modern judicial work while maintaining the clarity, reliability, and procedural control required in the courtroom.
